Water and wastewater professionals are essential to every community, yet the industry faces a growing workforce shortage. Nearly half of Maryland’s certified water and wastewater operators are expected to reach retirement eligibility within the next five years. The Maryland Rural Water Association (MRWA) Water and Wastewater Operator Apprenticeship Program is a federally-registered apprenticeship that helps utilities build and retain a qualified workforce. Whether you’re hiring a new employee or investing in an existing one, the program provides a structured pathway to develop skilled, certified operators.

Apprentices complete 4,000 hours of paid On-the-Job Training (OJT) under the guidance of an experienced mentor, and 288 hours of Related Technical Instruction (RTI). This combination of hands-on training and technical education prepares participants for the Maryland Department of the Environment (MDE) Operator Certification Exam while building the knowledge and confidence needed for long-term success.

MRWA works with employers throughout the apprenticeship by providing program administration, tracking apprentice progress, monitoring training requirements, coordinating RTI, and handling the required apprenticeship documentation. This allows utilities to focus on day-to-day operations while developing their future workforce.
